an overview of the project and the associated environmental impacts.
Chapter 1
- Purpose and Need for the Proposed Action. It discusses the benefits
of the proposed project in terms of system linkage, economic development,
hurricane evacuation, and safety. This chapter also presents current
traffic data and traffic projections for the Build and No-Build
